The development of higher education leaped over a historical stage along with the rapid scale expansion of the enrolment of colleges and universities. Meanwhile, some problems and contradictions arose gradually. It set colleges and universities an urgent task to ensure to synchronize the improvement of teaching quality with the increase of the amount of expanded recruitment. In view of the above-mentioned facts, evaluation, as an important means for administration, became an essential guarantee for the improvement of teaching quality in colleges and universities.The thesis comprehensively analyzed the current situation of standard evaluation of teaching works on undergraduate courses in colleges and universities, constructed the evaluation system of teaching quality at departmental level basing on the theory of teaching evaluation, which consisted of evaluation of teachers'teaching quality, of curricula quality, of discipline quality and of quality of teaching works at departmental level. Then it put the stress on the evaluation of teachers'teaching quality and the evaluation of quality of teaching works at departmental level. On the one hand, the thesis studied the evaluation of teachers'classroom teaching quality by using the Analytical Hierarchy Process and the method for fuzzy synthetic judgment, the combination of which could eliminate subjective randomness in the evaluation of teachers'classroom teaching quality and could enhance the reliability, accuracy and objective fairness of the method for fuzzy synthetic judgment. On the other hand, it studied the evaluation of quality of teaching works at departmental level by using method of cluster analysis that is based on fuzzy equivalence relation and belongs to fuzzy clustering method, which is more scientific, more applicable, and more specific comparing with those traditional methods. Through the combination of quantitative analysis and qualitative analysis, the thesis also verified the feasibility of the improvement of the quality of evaluation of teaching quality at departmental level in colleges and universities. At last, it still made some suggestions on perfecting the evaluation system of teaching quality at departmental level to counter the problems appeared in the evaluation inside colleges and universities.
