The rural problems are the key points and difficult points in building the well-round society. "country", "peasant" and "agriculture" are the most important problems related to the reform and opening-up policy and construction of Chinese four modernizations, which are the most direct and valid approaches to strengthen the rural occupational education and develop the peasants of high quality. Our Chinese occupational education has been in a difficult position from the late stage of the 1990s.The central areas of our country are still in a difficult position in developing the rural occupational education. In the central parts, the aim of starting the rural occupational education is at the lower level of lower salaries, if the rural occupational education can't be developed , that will means they can't get the fair chance of receiving the education, and that will be unbeneficial for development of our country. So the author tries to research into the importance and significance of rural occupational education based on the case investigation in T town of HeNan province.This article takes the dialectical materialism, Deng Xiaoping's building socialism with Chinese characteristics and the "three represents" as the macro-guidance, The author tries to analyze the rural occupational education with comprehensive development of urban and country as background and construction of well-round society as core and the development of new peasant of high quality as its aim.The whole article includes four parts:The first part is introduction. It points the reasons for choosing this topic, and provides domestic and foreign research about the topic, on which basis, it submitted the research methods and the explanation of sample.The second part is the analysis of definition of the rural occupational education and its significance, on which basis the author can analyze the second part better.The third part is With the method of standard analysis and the real diagnosis analysis, system analysis and the comparative analysis, mainly to discusses the main difficult problems present in developing the rural occupational education, and the difficult problems have become the bottleneck of market associations' development such as the shortage of the students and the professional teachers etc, so that our government and the third departments also should take measures to do something about it.The fourth part is the analysis of the reasons of hindering the development of the rural occupational education. This article takes T town as an good example to explain the shortage and lack in developing the rural occupational education such as the people's indifferent attitudes over the rural occupational education and the vague aims of developing the rural occupational education etc. The reason why the author explains the reason in a implicated way is that we can take the corresponding Countermeasures according to the given reasons. The article takes Tang He as a microscopic example to reflect the macroscopic points.The fifth part is the analysis of the corresponding Countermeasures. Associating with the specific situation in China, we give some groundbreaking, pertinent and operational proposals.
