The Fourth Plenary Session of the 16th Chinese Communist Party put forward an idea of constructing harmonious society. Harmonious society has profuse meanings, where equity is the essential part. Without society equity, harmonious society can not be brought into reality. Education equity is one of the most important clauses in society equality, which plays a great role in constructing harmonious society. Education equality is the foundation and basic power for the realization of social equality. As a saying goes,"A project of vital and lasting importance is to educate and cultivate talents.", education justice is the basis of social equality, the essential requirements for all-round development of talents, the base line of social equality and the necessary condition of promoting harmony of society. In the 21st century, China has begun to build a moderately prosperous society, and a harmonious socialist society, which is not only the key problem of political, economic, and cultural life in China, but also a big task in improving the policy of opening up and reform, modernization in our country. Social equity is an important part in building the socialist harmonious society and plays a key role in the construction of socialist harmonious society. Without fairness, building up a harmonious and dynamic society is impossible. Since the policy of reform and opening up was implemented in China, Chinese education has been transferred from "the brim of society" to "center of society",and most people have the opportunity of education. However, education equality had not come into reality. On the contrary, inequality had become more serious. Education equity becomes a hot topic in our society. Therefore, research on countermeasure of education equality is essential for our society, which has great academic and practical meaning in improving healthy development of education and favoring realization of harmonious society.With the background information of constructing harmonious society, this paper analyze necessity and condition in both theory and practice. By the research of domestic academy, the paper proposes that the key point of constructing harmonious society is education equality and gives solutions and suggestions. If we want to achieve a fair system of education innovation, we must enhance the legislative and improve relevant systems, choose the reasonable, viable, effective public policy. With the background of construction of a harmonious society and realistic situation of education in China, the essay introduce the practice of constructing harmonious society and implementing education equality both in China and Foreign countries, summarize the theory of harmonious society, equality, and education equality, analyze the relation of education equality and harmonious society.By the research on education inequality in China, this article analyze historic reason, realistic reasons, policy reasons and imperfect aspect of educational system. Meanwhile, the essay illustrate the specific situation of education equality in China, referred by the successful experience of education equality in foreign countries. Finally, it gives some suggestions on China's education equality based on reality of China. In the era of knowledge economy, the development of education plays an important role in national security and national development strategies; Promoting and achieving equitable education in the 21th century will lay a solid foundation for achieving the great rejuvenation of the Chinese nation .This essay takes Research on Literature Method, including educational social study, educational theory, systemic economic study, educational legislative study, educational economic theory, educational management study etc. All of these theory helps author to define education equality, harmonious society. I analyze the benefit background of educational system, the innovation of the creation and reform of educational system, the way and reality of educational system reform by the theory of systematic economic study; analyze the reasons and situation of education inequality in China by Practical theory and put forward individual and creative solution and thoughts in educational systematic reform.
