Teaching staff's building is the eternal topic of higher education. Teaching staff's structure is an important part of teaching staff's building, which largely decides the performance of teachers. The article does an empirical analysis to teaching staff's structure of regular higher education institutions in Heilongjiang Province, analysing Teaching staff's structure of the universities, independent colleges and vocational college. Through the research, we found that teaching staff's structure of regular higher education institutions in Heilongjiang Province yet exists to improve educational levels, title structure was not reasonable, the proportion of teachers aged unreasonable, student-teacher ratio than the irrational, the lower the proportion of part-time teachers, analysing the geographical factors, economic factors, policy guidance and other factors which caused the problems,and finally put forward we should clear the guiding ideology to optimize teaching staff's structure, strengthen the importance of college faculty knowledge of structural optimization, develop a reasonable structure planning, take effective measures to form a rational structure and increase the college faculty faculty input of funds for construction, by means of the five measures to optimize teaching staff's structure of regular higher education institution in Heilongjiang Province.
