Without high—quality teachers, there is no high—quality education. The“double—competency” teacher is the important component of teaching staff inHigher Vocational College. with the rapid development of the higher vocationaleducation in our country and improvement the quality of education, the proportion ofthe “double—competency” teacher at Higher Vocational College will become largerand larger, however, the management system lagging behind and backwardmanagement methods are two big bottlenecks of the construction of the “double—competency” teachers team in higher vocational education. The “double—competency” teacher with unique characteristics at Higher Vocational College isdifferent from general education teachers. How to manage them reasonably andefficiently according to their characteristics, has become an important factor in therapid and healthy development of Higher Vocational College in the future. Since1999, the higher vocational education in our country has achieved great development,showing a good prosperity, but the construction of teachers’ team has failed to keepup with the rapid development of higher vocational education pace, especially theconstruction of the team of the “double—competency” teacher. Taking for examplepart of Mechanical and Electrical Specialty of some Higher Vocational College atQinhuangdao city in Hebei province and based on the investigation, questionnairesurvey and leadership interview, the “double—competency” teachers’ developmentand management status are focused, there are all kinds of problem: inadequate“double—competency” teachers quantity, vague standards, imperfect training system,the professional titles evaluation method in lack of characteristics of vocationaleducation and unsound incentive mechanism and so on, In order to solve the existingproblems, the author combined with recent years national policies of relevant HigherVocational College “double—competency” teachers and application of relevantmanagement theories with reference to the advanced experience and practice of domestic and foreign teachers team construction, and puts forward the managementstrategies of team construction of “double—competency” teachers in HigherVocational College from the three dimensional perspective of the state, colleges andteacher.
