| Fostering the students'communicative competence is regarded as one of the most important goals in teaching a foreign language in our vocational school. According to the views of social constructivism and social interactionism, birth learning is the result of social interactions, it always occurs within a particular context. The importance of the appropriate environmental conditions for learning to take place cannot be underestimated. Classroom environment as a first important part of learning environment is particularly important for language teachers and learners, especially in vocational school. The traditional teaching modals neglect the environmental factors affecting language learning. The main problem in the models are that they force students to learn some words and useful expressions in the class, without any language culture and context , so that they neglect the characteristics of creativity and communication of language. As a result, the student only can do some writing but they can not open their mouths to speak English, the lack of interest in English and English communicative competence do harm to the vocational school students in job finding and development in future.Based on the problems described above, this paper argues that the formation and fostering of communication language competence must be through"the best classroom environment"in the teaching and learning language.
