A team of high qualified teachers is the basic guarantee for thequality education. In order to promote the quality edcationthoroughly, it is necessary for us to improve the elementary andmiddle schools teacher quality. It is the important part of theteacher educates, is the significant project that has the strategicsense, is the effective method that promotes the teacher quality.However, in outlying poor area, teacher continuing educationregardless of is in the system and the pattern, in the content andthe method all has the great inadaptability. Therefore, this articletake the teacher as the investigation object in Fengshan County,dopted the questionnaire and talking technique to carried outinvestigation. Thorough analysis and discussion the massive firsthand data, this paper puts forward pertinent suggestions forthe elementary and middle schools teacher continuing education inthe outlying poor area.The paper was divided into four parts. The first chaptersummarizes the source of the problem and the significance of teachercontinuing education;The second chapter summarizes the relevanceconcept of the elementary and middle schools teacher continuingeducation, and the domestic and foreign research present situationand trend of development; The third chapter first explanats theinvestigation process, then integratest the result of investigation,analyzes the existence problem of the elementary and middle schoolsteacher continuing education in the outlying poor area; The fourthchapter proposea the corresponding suggestions through analyzing thecauses.The research discovered that some phenomena occurs in currentteacher continuing education in the Fengshan County, such as theteacher continuing educationdevelopment is not balanced, the schoollacks the plan of teacher continuing education, the implementationeffect of the school-based teacher training is not ideal, theteacher' s enthusiasm is not high, the teacher continuing educationfunds are short and lacks the effective incentive mechanism, the timeof teacher continuing education arrangement is not very rational, the contradiction of time that the teacher work and stduy isoutstanding, the focus of curriculum setting and the adaptabilityof course content is not good, the model of teacher continuingeducation is unitary.In this thesis, the writer considered that improving theelementary and middle schools teacher continuing education conditionin outlying poor area needs to make great efforts from four aspects.Government:Gives the policy support, enlarges the fund' sinvestment, establishes the perfect supervision mechanism. Theelementary and middle schools: Formulates the reasonable trainingplan, establishes the incentive mechanism, carries out theschool-based teacher training. Teacher: Renews concept, seeks theself-development, participates in the continuing educationpositively. The organization of teacher training: Interposecurriculum rationally, perfect the ranks of teachers, probe thepattern, of teacher continuing education.
