Clark Kerr is one of the most outstanding higher education educator in the twentieth century in American. He had occupied the president of California University for fifteen years, then had took up the post of chairman of the Carnegie Commission on Higher Education and the Carnegie Council on Policy Studies for thirteen years,. He contributed his lifetime energy for American Higher Education. At most complex social background in American after world war two, Kerr, on his leading and innovative higher education idea and prominent guidance practice on higher education, worked out unmeasurable contribute for the reformation and development of American and all the world higher education.The paper mostly discusses A Twenty-first-Century Convergence Model of Higher Education---both Universal Access and Advancement of Merit Clark Kerr put forward, and it includes four parts. The first part expounds Clark Kerr put forward A Twenty-first-Century Convergence Model of Higher Education---both Universal Access and Advancement of Merit in special social background, and the conflict and contact of Universal Access and Advancement of Merit. The second part discusses the path of achieving The Convergence Model of Higher Education, i.e. the differentiation of higher education system. The third part further approves the importance of higher education systemic differentiation, through reappearing the history of The California Master Plan for Higher Education of 1960.
