In the era of great revolution within higher education,the massification and universal of higher education have profoundly been changing the relationship between higher education and society.By sorting and analyzing the realistic foundation,stage characteristic,system and structure of China's higher education development,based on Martin Trow's higher education stage theory,the author pointed out that the public university system is the main undertaker of the massification and universal of higher education in China.During the historic inheritance and innovation,China has formed a unique developmental model which mainly comprised of public universities and supplemented by private universities.The popularization of nine-year compulsory education and the increase of middle school enrollment rate both provide the necessary preparations for the advent of higher education popularization.Moreover,the transformation of information technology and the development of the Internet also have impacted all aspects of China's higher education deeply.As a big country of higher education,there are significant regional differences in the developmental levels of China's higher education,there are also drawbacks of "same-type reproduction" among universities.At the same time,the type and the structure of China's higher education are also undergoing changes.By discussing the admission criteria and quality standards of higher education,and analyzing the social classes and entry enrollment requirements of higher education enrollments,we should classify and locate higher education suitably,make different admission standards for various colleges and universities,and"enroll students according to different types" between ordinary universities and traditional elite universities,are the developmental crisis in front of China's higher education and age topics need to be resolved.Therefore,based on the analysis of the thesis,this paper is divided into five chapters.The first chapter,entitled "introduction",which briefly introduces the origin,literature review,research questions,research significance and research methods.Next,the author studies the public universities(chapter two),elite universities(chapter three)and private universities(chapter four),and then points out the age topics of China's higher education development is facing the issue of the times.Therefore,the author puts forward that we should realize the transformation from universal higher education to the learning society in our country(Chapter Five),so as to construct the due shape of universal higher education in the 21st century.
