Under the policy background of enrolling expansion in universities in year after year, the scale of the Teaching and Research University in China is expanding rapidly, the quantity of institutes and departments increases too fast, together with a greater random and blindness in the structure and arrangements in institutes and departments, which have influenced the improvement of educational and teaching quality. In the foundation of absorbing the existing research results in both domestic and international relevant fields, by using these methods of the comparative study, specs analysis, demonstration analysis, etc. synthetically, to demonstrate the existing problems of the structure and arrangement of Teaching and Research University in China overall and systematically, the theoretical foundation of the structure of institutes and departments and the policy recommendations of improving the structure and arrangement of Teaching and Researching University in China.This dissertation will be divided into four parts, besides introduction and conclusion.
