With the continuous development of Chinese university system,the autonomy of universities has been expanding and the governance at school/department-level has been attached more importance.Therefore,school/department governance has become the key to improving university governance system.Optimizing the internal governance structure of schools/departments in research universities is conducive to the modernization of university governance,it is the need to implement the autonomy of universities,promote the construction of “Double First-Class” university project and cultivate innovative talents.Based on the text analysis of the world-class universities' statute,and the case study of S school and S department of W University,it is found out that the internal governance subjects of schools/departments in Chinese research universities as well as their power attributes are expressed as: the political power represented by the party committee(general party branch),the administrative power represented by the chief executive team,such as the dean(head of the department),the academic power represented by the academic group,such as professor,and the democratic power represented by the faculty and students.They are exercised mainly through four different types of organizations,such as the party-government meeting,the academic(professor)committee,the faculty congress,and the student(graduate student)congress.There are two main decision-making methods within schools/departments in Chinese research universities.The first one is the joint decision-making system of the party committee and the administration,and the second one is the joint decision-making system of the party committee,the administration and the academic.The internal governance structure of schools/departments in Chinese research universities plays a fundamental role in the internal governance structure of the university,and presents the characteristics of diversified governance subjects,a combination of the administrative system of bureaucracy and the flat professional organization,and interrelated governance elements.At present,there are mainly three problems of the internal governance structure of schools/departments in Chinese research universities.Firstly,in the rules and regulations,the related subjects don't have a deep understanding of the rules and regulations,and the relevant rules and regulations are weak and lack effectiveness.Secondly,in the responsibility and authority of the governance subject,the partycommittees and the administration's power and responsibilities are overlapped,the administrative power and the academic power are unbalanced,the participation of democratic powers is merely a formality.Finally,in the exercise of power,the internal mechanism of the power exercising organization is imperfect,and the relationship between them is not clear.Accordingly,optimizing the internal governance structure of schools/departments in Chinese research universities needs to be optimized in three aspects: system construction,power structure and operational system.First,clarify the legal status of the university's statue improve the relevant rules and regulations of the school/department,provide institutional guarantee for the optimization of the internal governance structure of the school.Second,construct a “four-in-one” polity internal governance power structure of the political power,the administrative power,the academic power and the democratic power,and adhere to the political core position of the party committee(general party branch)in the internal governance structure of the school/department.Ensure the leading position of the dean(head of the department),at the same time,recognize the leading role of professors in the internal governance structure of the school/department,and explore new ways for democratic supervision and joint governance.Third,create an efficient and coordinated operating system,implement “the party-administrated co-responsibility system”,improve the party-administrated,academic,and democratic organizations and their internal mechanisms,and outline a running loop of decision-making,implementation,supervision,and feedback.
