Presently. Solving the education problems in the rural areas has some advantages as well as some difficulties. The advantages are that both the government and society pay attention to and support the education in the rural areas, implementing the reform of the management system of education of"take county as the core", especially in 2003, the state government issued a document about strengthening the education in the rural areas, which lays the greatest emphasis on the rural areas and supports it by policy and capital. In 1 Sept. 2006, the revised compulsory education law has started to implement, which is a landmark in the history of our country compulsory education, this has great practical and historical significance, this is benefit to the rural compulsory education especially, central finance will free the fares in rural areas in two years which win advance the development of the rural compulsory education, but be cause the facts, management system, and finance system there are many problems which hinder the development of rural compulsory education severely.This article has reviewed our country compulsory education development course and the opportunities and challenge of the rural compulsory education, the author chose the rural compulsory education in CHANGDE city in Hunan province. elaborate the questions: funds insufficiency, the teacher quality, the school condition difference and soon; finally propose the main countermeasures: further consummates the rural compulsory education management system and the finance mechanism in view of these questions, perfect rural compulsory education resources, improve the quality of rural compulsory education in order to offer support of real example nature for existing theory and offer the practice suggestion for reform of the education finance structure.
