The development of education equalization in urban and rural areas is the focus of the current education reform,which is the focus of the implementation of the scientific outlook on development,building a harmonious socialist society and realizing the fairness of education,and rationally and effectively configuring education resources to promote the balanced development of education in both urban and rural areas,which is not only related to the vital interests of farmers,but also an important direction and field for realizing the equalization of basic services in China.In this paper,the development of the urban and rural compulsory education in Gansu province is studied.Gansu province as a typical representative of less developed areas,the social,economic and cultural development relative lag and so on various aspects,many local infrastructure is still in gradually improve.In recent years,countries continue to launch all kinds of education reform policies and outline,the Gansu province positive response national policy,the government and the education departments at various levels to promote education poverty alleviation work,strive to achieve full out of poverty in 2020.In this paper,by using the literature research,the interview,the empirical analysis,the comparative study and the various methods,the relevant literature and the basic idea of the obligation education,the idea and the experience to collect and organize,and analyze and discuss the countermeasures that are suitable for the balance of education in our country.The article analyses the current situation of the development of urban and rural compulsory education in Gansu province and shows that the current is not equal to complete the compulsory education development goal has carried on the induction summary county extremely inhibitors.In this paper,the author selects the research object of Gaotai county in Zhangye city and explores the specific reasons for the hindering development of education equalization in Gansu province,and puts forward corresponding countermeasures.Based on the actual investigation and the comparative analysis on the basis of understanding of Gansu province for nearly five years compulsory education equal status quo and trend of development,through the comparison and analysis,found that most of the county,Gansu province in the compulsory education gap between urban and rural areas gradually narrowed,but the factors which restrict the development of the equal compulsory education still exists,mainly for the following: one is due to the weak economic foundation,the northwest region in net inflow is less,education and teaching conditions,teacher with clearly lack;Second,the level of economic development in some regions is poor,and the construction level of rural residents' livelihood is low,which leads to the reduction of the importance of education.Thirdly,the supervision mechanism of education is not perfect,and the public has a poor supervision on the development of education in the county area.In urban and rural compulsory education in Gansu province after equalization development restriction factor analysis,this study thought by the following development countermeasure: one is to clarify the responsibilities of government departments and institutions at all levels and obligations,to do their job;Second,strengthen the supervision mechanism of financial education funds and the mechanism of schools running schools;Third,we need to improve the education conditions in rural schools,especially in order to complete all teaching facilities.Fourth,reasonably equipped teachers' teams to strengthen the construction of teachers in rural schools;Fifth,reform and improve the existing education monitoring mechanism,strengthen the participation of the people and promote the balanced development of regional compulsory education.
