In recent years, with the development of social economy, the problems of education in the stage of compulsory education was widespread concerned by people from all walks of life, the state further increasing investment in compulsory education, especially in poor areas.In order to let every student can enjoy a more high-quality and fair education, compulsory education balanced development becomes an urgent problem to be solved. Teacher exchange is an effective measure to achieve the balanced allocation of compulsory education resources. Due to the lack of laws and regulations of compulsory education teacher exchange in urban and rural areas, teacher exchange become a mere formality, resulting in another form of imbalance, which has not reached the original intention of policy formulation. Therefore, how to construct and perfect the system of urban and rural teacher exchange system, promote the balanced development of teachers and boost educational equity has great significance.This research selected Gansu province x, y two county for research object, through literature study, interview and questionnaire survey method, research the implementation status on compulsory education teacher exchange urban and rural, understanding that make great achievements, Improve the teaching level of rural schools, enrich the teaching methods of rural teachers, promote the development of rural students and the balanced development of compulsory education. At the same time, it is found that there are some problems and issues in the communication between urban and rural teachers in the exchange process. Teachers' participation in exchange of subjective intention is not strong, enthusiastic of join in exchange school's is insufficient, brought inconvenience for family and life, has and to family and life brings has inconvenience, can't adapted to the teaching facilities in exchange school, workload increases but the income is essentially the same and students' interest in learning shortage are common problems. There is also exits urban teacher don't adapt to condition of rural school and teach subjects does not match the shortage of urban exchange school, rural teachers don't adapt urban schools teaching process and hard access to teaching practice after exchange to urban school.In view of the above looking for reasons to find teacher exchange policy is not perfect, disparity between the urban and rural teachers obviously, school management is not in place, the lack of teachers' professional ability and urban students' parents do not trust ability of exchange teachers are important factors in the influence of urban and rural teachers to communicate effectively. For the effective implementation of compulsory education teachers exchange urban and rural, the study from the following suggestions: improve the policies and regulations about urban and rural teachers exchange, improving the rural teachers' salaries, set up special funds for teacher exchanges, raising the level of school management, enhance the ability of the teachers and changing urban parents prejudice against rural exchange teachers.
