The lack and low quality of the bilingual teacher is the most important problem which restricts the development of bilingual education. America is one of the earliest countries which enforced bilingual education. The institutionalization of the training for bilingual teacher began earlier, and established a series of normal and operational professional standards. As an important part of the training of bilingual teacher, the model of pre-service is mature, and has reference value for us.Therefore, this paper will study on the following points.Firstly, because of the different history, culture and economic background between Chinese bilingual education and American, the author expounds how to choose the developed theories and experience firstly.Secondly, based on the experience of American can be used our reference, combine with our special situation; perfect our model of the Pre-service.Thirdly, how to combine Pre-service and the training after work, establish the all-life educational model.At last, according to a great mount of information , the author try to analyze the experience and draw a less from American bilingual education and bilingual teacher's training'history, practice, give a probe into the inspiration for us.The sequences of this paper's ideas are:Instruction sets forth to the questions, gives the concepts, the study methods of this paper.In the first part, trace back to the history of American bilingual education's institutionalization, analyze the characteristic of it's model.In the second part, center on American Washington University, arrange the training aim, training target and certification.In the third part, arrange the information of Chinese bilingual teacher's training model, study on it's advantages and disadvantages.In the forth part, center on Changchun Teacher's College, combine the study on Washington University's experience, in order to find a perfect way to perfect our practice.In the last part, after the comparative study, give the suggestions of the establishment and certificate system of the model of Chinese bilingual teacher's Pre-service.
