"Learning"and"creativity"are two major features of future society, where high-quality people will experience fierce competition. The cultivation of qualified people and the development of their creativity are based on the basic education, because the creative quality is not developed at one go, rather it is a long process of training in which the art education is of great importance. The art is probably a course which respects the individual personality and creativity to the biggest extent.This paper describes the relationship among creative thinking, art education and artistic design education, and proposes that the development and enhancement of creative thinking are significant to the elementary and secondary school students.The art education helps students develop a creative consciousness through encouraging their creative thinking. Once such consciousness is formed, it has an effect on various aspects of human activities, and even brings about changes in the whole society and promotes the social development. Therefore, how to cultivate the creative consciousness and ability in elementary and secondary school students becomes a chief research subject for the teachers of the art course. The art education turns out to be the best way to solve this problem.This paper first discusses the features and types of creative thinking, and introduces some major training methods which match with the physiological and psychological features of the primary school and middle school students. Then it analyses the present situation of the art education in the elementary and secondary schools and puts forward some feasible suggestions on how to improve the teaching materials so that they will contribute more to the development of creativity in students. Finally it looks forward the future of the art course in the elementary and secondary schools. Based on the analysis of the art course set-up in the elementary and secondary schools, this paper aims to put forward that the artistic design teaching and activity should be added to the art course materials which originally focus on the basic skills of drawing. With an increase in the teaching and training of the students'consciousness of artistic design, the art education, together with other school courses, will surely help cultivate the qualified people with strong creative consciousness and creative abilities for the new age.
