The disaggregation brought Soviet Union into a new transitional stage at the end of 20th century. During this stage, the democratization and plurality in political system and the privatization and liberalization in economic system in Russia lead to great reform in the field of education, especial the rapid development of the none state-maintained higher education. At present, the none state-maintained higher education has been an important part of higher education in Russia, and its rapid and healthy development not only satisfies people's increasing need of plurality of higher education but also satisfies the society's bad need of new talents of different types, greatly boosting a speedy recovery of Russia. In view of the course of the development of none state-maintained higher education in Russia over the past 20 years, some of the experiences and lessons have some significant use for reference for our higher education run by local people which is growing vigorously.This article divided into four parts introduces and analyzes the circumstances of the development of none state-maintained higher education in the transitional stage in Russia in great details respectively. In the first part, it analyzes the cause and the process of the development of none state-maintained higher education reform in the transitional stage. In the second part, it introduces and analyzes the actual present state of the development of none state-maintained higher education in the transitional stage from 9 aspects, for example, the classification, governing, investing mode, level and system, the changing quantity, state of regional distribution, situation of students, state of the faculty, set of curriculum. In the third part, it analyzes the elements of the development of none state-maintained higher education in the transitional stage in Russia both from the aspect of the internal and external course. In the fourth part, it propose some suggestions to promote our higher education run by local people via the experiences and existing problems in the development of none state-maintained higher education in Russia.
