This paper focuses on how the private higher education institutions going through the transitional period in Russia, and what measures they took to get adapt to the environment and to gain development in that period. So, starting from studying the history and the current situation of Russian private higher education, the paper tries to analysis the problems and difficulties they have run into in recent years, and the key point is to analyze their operational measures as well as to discuss the characteristics of their operation strategy by analyzing the effects of these strategies in real cases. This paper draws lessons from Russian higher education practice and brings enlightment for our private higher education operation, expecting it would promote our private higher education institutions to try different ways and find their own developing way in the transition period happening in China.The structure of this paper is as follows:The first chapter shows the core concepts and the key points of this paper, as well as the meanings, study methods and the recent study situations on this problem.The second chapter gives a detailed description on the involvement of private higher education in Russia, from the rising period in Tsarist Russia, to the dying out period in Soviet Union time, and finally to the revival in the transition period of Russia, focusing on the reasons why there is a revival in the transition period.The third chapter discusses the current situations of Russian private higher education system, including the law and policy foundation, the distribution, types, teaching forms and discipline settings of these institutions, so as to analysis the main problems they are facing to.The fourth and fifth chapter are the main parts of this paper. Though private higher education institutions have to deal with a lot of problems, some of them have got great reputation as the public universities have. The fourth chapter discusses the specific operation strategies these private institutions took from three aspects: fund rising, teaching quality, and school running forms. The fifth chapter mainly starts from the development levels, student employment and reputation to show the effects of these strategies, and concludes there chrematistics.The ending part continue to do some thinking on what we should learn from operational strategy of the private higher intuitions in Russia.
