In June, 2001, the State Council has distributed a document,Decision Reforming And Developing about Elementary Education, fromthe beginning of which, a new turn of elementary education reform hasopened. Based on the Spirit of it, the Ministry of Education issued theSummary of the Elementary Education Curriculum To Reform (DraftedPlan). The summary issued that the curriculum should adapt to thecharacteristics of different regions, schools. Curriculum should bedeveloped and managed by the state. And schools also share the equalityand responsibility to be given a certain power of curriculum reform anddevelopment. The development of school-based curriculum should is therequest of the time, It's the need of showing the characteristic of a school,promoting teachers'quality and carrying forward students'individualcharacter. One of the important contents to reform curriculum for onehand is to develop curriculum available to the development of society andschool, for the other hand is to improve the quality of students. Since ourcountry common high school's moral education curriculum has beencontinuously mainly adopting single national course management style,which is good for executing moral target request through the wholecountry, however, it fails to reflect the demand of the modern time. Lackof practice and the shortage of developing students'characteristics and creativity. So the above have left a big space for the development of aschool-based moral curriculum.This thesis, taking Lei Yang No.2 High School as example, a keyschool in Hunan province, carries on an initial research on thedevelopment and practice of school-based moral education curriculum atcommon high school.This research makes use of a cultural heritage method andinvestigate method and individual case method, drawing up to make athorough study of moral education. Takes moral education, school-basedcourse, its development together with the definition of the developmentof school-based moral education course as the theory foundation of thepaper. First to analyze the environment which this research has proposed,then inquiry into its background, the following is the present condition ofand the school concrete circumstance. Chapter 3,the key part, is concreteto discuss development process of school-based moral courses, includingits establishment standard, the process and evaluation. Chapter 4 is tocarry on introspecting. By researching the case during the development ofthe course, introspecting the realistic problems, absorbing precept,summarizing experience to provide suggestions and draw lessons for thefollow-up research.
