Since the end of 1990's, international competition has beenincreasing vigorously along with the speeding up of economicglobalization. Developed countries make use of their great economicadvantages and are struggling worldwide for more talented people. As adeveloping country, China faces an increasingly serious problem of theloss of talented people. It's exactly against such a background that theChinese government regards it as an important and strategic nationalmission to nurture top and creative talents and tries to occupy anadvantageous position in international competitions as a strategic targetof development in the new century. In 1998, to start an initial item of thetalent project, Ministry of Education began to carry out "Cheung KongScholars Program." Meanwhile, the system of professorships by specialappointment came into operation in the universities. By carrying out thesystem, Chinese universities have drawn on and selected an army of topand creative talents, promoted the development of academy and theiracademic position and attraction. They have also improved theirpersonnel and distribution system reform. The execution of such systemsplays a demonstrating and radiating role in the whole society.Under the influence of the system, many provinces and universitieshave begun to carry out the system of professorships by specialappointment respectively. As a provincial normal university that was listedinto the"211 Project" at the earliest stage in the whole country, Hunan Normal University enjoys a good reputation for her execution of such asystem among similar universities throughout the country. In 1999, HunanNormal University attracted the first group of overseas professors byspecial appointments. In 2000, she became the first local normal universitywhich had got a "Cheung Kong Scholar" in the whole country. In 2003, she succeeded in applying for a "Xiaoxiang Scholars Program." NowHunan Normal University has formed a fairly complete system: "CheungKong Scholars Program" supported by Ministry of Education, "LotusScholars Program" supported by Hunan Province, and "XiaoxiangScholars Program" supported by herself. She has become one of the fewnormal universities that have formed a complete system of professorshipsby special appointments. Following the steps of the age, she is a typicalmodel among normal universities that have implemented the system.This thesis aims to put forward a counter-plan which sets up a goodoperational mechanism of the system of professorships by specialappointments. On the basis of questionnaire surveys about the system inHunan Normal University, it tries to find out what the problems andreasons may be. By combining the measures of improvement that HunanNormal University has adopted, it puts forward suggestions to strengthenChinese universities' competitive power and helps to realize the strategy ofrejuvenating the country through science and education.
