The dissertation is a comparative research on finance guarantee mechanism ofhigher education equity based on the public finance. Firstly, the dissertationdemonstrated that the financial duty should be shouldered by government, society andindividuals for the guarantee of higher education equity and how the higher educationequity guarantee mechanism implements. The author deems that the governmentshould take main responsibility for the higher education equity. At the same time,between central or federal government and local authority, the former should play theleading role in safeguarding higher education equity by direct or indirect subsidizationto realize the mechanism in actuality. Sequent, the dissertation made a comparativeinspection on the working mechanism of higher education's equity financial guaranteeconcerning the disbursement of public higher education between Chinese andAmerican. Finally, some strategies and suggestion have been proposed to financialguarantee mechanism for the equity of Chinese higher education under the publicfinancial frame.The dissertation adopts the methods of normative statements and positivestatements. Under the public financial frame, the normative statements demonstratethat the primary responsibility of higher education equity should belong to central(federal) government. The positive statements prove whether China and Americaguarantee mechanism on higher education equity is suitable for public highereducation financial ideas.1.
