Since the reform and opening the China society has entered the fast transition period, especially since the 1990s in the 20th century, the urban poor of China gradually emerged and are becoming more serious social problem. Therefore, the urban poor of China have an apparent transition characteristic, and it came out in the general background of the development of urbanization, economical reforming and the demographic transition.This article embarks from the concept and measurement standards for the urban poor, has made the limits to the urban poor of China. and introduced several kind of related urban poor theory ,such as individual theory of factors,"culture of poverty"said, the social environment mediates the economic and political structure and so on.. After the analysis of Chinese urban poor actuality and characteristics ,we found that the urban poor is not only large-scale, but also in the structure is showing a new transitional characteristics, it not just has the traditional "three nos", but serving staff, laid-off workers, to take a staff and retirees of urban poverty constitute the major population. China's urban poor are mostly concentrated in the mid-west area, the profession much originates from the traditional, extractive industries, manufacturing industry, the architecture industry, social service industry professions and so on. The urban poor most have relatively large scale families, relatively heavy burden on families, and poor education. The income and the expense of Chinese urban poor is low and extremely disparate with the city in high income difference, the consumption pattern is unreasonable, mainly concentrates in the food and clothing, the culture and education expense proportion is extremely low. Obviously poor people in urban and in rural is also different in form, reason, the social consequences and so on.The reason of urban poor in China is not sole, which is formed from the combined effects of a number of factors. There are both the existing social system and internal factors such as poor quality. Therefore, the increasingly serious problem of unemployment, changes in the distribution system, a sound social security and the impact of poverty on individuals and families are the main reasons for the urban poor. With Chinese society in transition and further changes in the social structure, the urban poor in the future will also show the following trends: The scale will assume the magnified tendency, the structure will become more prominent, and the structure of China's urban poor population groups, such as diversification will become increasingly prominent. This shows that the problem of China urban poor needs to be urgently addressed, otherwise, it will become along with the economical development day by day seriously, it not only will have many not good influences to poverty individual and family, but also will be affecting the entire national and society's development.Poverty is a global issue, the foreign has more than 100 years history about the city impoverished question research, they have accumulated a lot of experience in solving problems of urban poor, therefore we should actively learn from the good experience. At the same time, the problem of urban poor, which is related to economic, social, political, culture, etc. various factors, has complex formation process and mechanism, its alleviation and the elimination also needs the government to have according to the actual situation, takes the positive Anti-Poverty policy measures, such as the expansion of productive employment, improving the labor market, and actively implement the "re-employment project" and perfecting the social security system, strengthening tax regulation, etc., to eliminate the disadvantage factor on the poverty population, to help them to get rid of the poverty opportunity, enhance their ability to resist risks so that they can share the material welfare and social benefit from economic growth and social development.
