After the Culture Revolution, postgraduate enrollment had been resumed since 1978 and our postgraduate educational system has entered into the exploratory stage of conforming to our country conditions. The constitution and implementation of the ordinance of People's Republic of China is the sign of standardized development of postgraduate education and it is also the first step of institutionalization. Thereafter, under the guidelines of our government's policy, the postgraduate education system experienced the foundation process,the reformation and development period and the rapid development after 1999 Based on the research of the postgraduate education system development process, this article analyzes the symbol features and characteristics in each stage and especially studies changes since 1978 such as the scale of enrollment and the degrees. Policies and regulations is the most direct and obvious strength in promoting postgraduate education system. Besides, the article analyzes the deep motivation in the rapid development of postgraduate education system. According to the development status, the thesis forecasts its future briefly. Correct scientific policies are very important to the development of postgraduate education system and forecasts of postgraduate education provide a reference on constitution of development aims.The article consists of five parts:The first part is introduction. In this part, the author introduces practical and theoretical significance of research, then the author reviews the relevant the books and articles and finally lists the research methods.The second part is the historical divisions of postgraduate education in our country which are divided into three periods. The first period is the education before the liberation of our country; the second period is the initial days after foundation of China; the third period is the years after 1978.This article generally describes the three development process and puts forward distinctive feature in each process.The third part sums up main representation of postgraduate education development after the Culture Revolution. Its concrete representations are expansion in quantity; development of degree types; diversification of postgraduate's cultivation mode; decentralization of degree-granting authority; the international trend in postgraduate training; ripeness of evaluation system.The forth part expounds on the fundamental causes. They includes external reasons such as the needs of our country and social development; the needs of educates as well as government's guide and strategies of higher education popularization; and the internal factors such as the improved capacity of postgraduate cultivation; the change of conceptual.The fifth part gives forecast on the future development of the postgraduate education system which is that the scale of education will continue expanding, in addition to the expansion, the quality of education will be concerned as a focus problem in the future. Along with China's economic soaring, the enrichment of degree types, diversification of education goal and patterns will be more obvious and the degree's international recognition will be the trend in postgraduate education system development in the future.
