As early as the end of the last century, the reality facing the Chinese economy is not developed, to solve our country higher education rapid development and supply of financial difficulties of contradictions, in human capital and personal return of education,higher education cost sharing theory support, our implementation of charging system of higher education. But this system has not been implemented in the graduate education phase. With the enlargement of the scale of graduate education in our country, on the one hand, public finance is difficult to bear more and more graduate education funds, on the other hand from 1985 began to implement the graduate education regulation(at public expense, at their own expense) generated by shortcomings increasingly prominent, in this case, the state began to consider the postgraduate education to implement the merged charges system. In 2013 the state introduced the relevant research and education policy, and in the fall semester of the 2014 academic year began to implement. In accordance with the new policy of the new admission of graduate students to receive all the tuition fees, including the master’s degree tuition fees not more than 8000 Yuan a year, doctoral tuition fees of not more than 10000 Yuan a year.This system of graduate education interests to make new allocation and adjustment,from multiple levels changing the actions and choices of the government, universities and college students, produced a great impact on the stakeholders, especially has certain effect on college students take part in the entrance exams for postgraduate schools intention.Students choose to grind behavior influenced by many factors. Students are because of the desire to continue my studies, I hope to learn more and choose to go to graduate school, some students is comply with the wishes of parents, relatives and friends, the blind postgraduate; college students still is because of the employment situation is not controlled, employment situation is grim, forced to choose to go to graduate school; and the science students for graduate postgraduate enrollment difficulty declined to take part in the entrance exams for postgraduate schools. In addition to the above factors, since the fall semester in 2014, and added a new factor,that is, a comprehensive system of postgraduate education charges. This study through questionnaire survey and data analysis of college students. It is found that the full charge of the implementation of the policy change of postgraduate entrance examinationrelated factors and the exams for postgraduate schools intention, this in view of the existing problems, the author suggestions relevant departments to develop a reasonable fee standards, to further improve the graduate fellowship system, to guide the rational choices of college students on Graduate School.
