Ability-based management is the intensification and development of human- based management. What it does in the management is to take a person as the dominant factor and arouse personal enthusiasm, initiative and creativity, especially to lay stress on the management of personal knowledge, intelligence ,skill and creativity. It gives so full play to his professional knowledge or skill by using the effective methods and tactics that it can expand personal ability value, make human ability a strength for developing organization ,realize the aim of organizational development, and bring about the organizational creativity. In fact, in market economy and economic era of information, the essence of people's innovation ability will come out prominently day by day, the capital of human resource taking people's innovation ability as key content will playing a leading role in economic development gradually too.This paper takes Theory of Needs as the guide of research, takes human ability as the core of the research contents, and regards modern management as the objects of study, namely the research of combining the theory of ability management with the practice of elementary and middle school management. The writer uses the thoughts and theory of ability management to solve the problems on how to appoint the posts, and raises some effective methods and tactics for elementary and middle school management so that school management can become more scientific and artistic.This paper is divided into three sections: The first section defines the ability- based management and the related concept of the relationship. It comes from " human-based " management and being higher than " human-based " management, The second section enumerates some problems appearing in human resources management of schools: the loss of human resources in schools is serious, the depose is unreasonable, the development of human resources is not enough, the performance evaluation is not scientific, salary management system is not complete. and analyzing the causes of the phenomenon. The third section will propose the specific plan for schools based human resources : establishing ability-based human resources management system of school, through introducing the philosophy for ability-based school human resources management, combining school human resources reasonably and arranging it scientifically, forming the best structure and working together, optimized to improve the management of economic, social and educational benefits, so that it will promote the development of knowledge economy.
