Since the reformation and opening, Chinese state-owned enterprises and government agencies have been reformed. The reform of personnel system in the colleges and universities has got more and more attention, with the deepening of international personnel management system reform. College and university personnel system reform has promoted the university human resources system to change. Human resources are the country's primary resources. The rational allocation of human resources plays a good role in the premise. University status and use of human resources benefits not only affect the strength of their universities and development potential, but also affect our high-level human resources training and utilization. University Human Resource allocation also affects national development and social progress.In the process, the reform of personnel system of colleges and universities, and human resource allocation are facing a series of problems. If we want to solve these series of problems in the colleges and universities, we need human resource configuration optimization. The study of human resource configuration optimization in the colleges and universities is the trend of reform of personnel system in the country. It is the requirement of the strategic development and the choice of the internal management system reform in the colleges and universities. It is also the necessity of improving human resources utilization.This paper mainly describes the personnel system reform of the colleges and universities and human resource allocation of basic theory and system environment and development status, etc. It also expounds the human resources management connotation, characteristics and functions in the colleges and universities with the summary of the existing research results in public.This paper that is based on the theoretical analysis is about how to optimize the allocation of the in-depth analysis and discussion, combining the personnel system reform in universities and colleges, human resources allocation of human resources. It used the methods of literature research, historical analysis and example illustration. It analyses some relevant practical problems of human resources development and the configuration in Chinese colleges and universities, through the case studies of Chinese university. It also proposes several countermeasures about optimizing university human resource configuration according to the relevant problems.
