Minqin Basin has a fragile ecological environment, has been suffering from desertification and water shortage for a long time. Density of population in rural community in the edge of desert declined very quickly, poverty and debility of community capacity resulted that the community have not ability to control desertification, and this become a malignant circulation. In addition, governments implemented large-scale emigration in the area, it made situation more serious. So it is important to ascertain a proper scale of population in this type area.The thesis studied the historical researching outcome in Minqing Basin, based on the mature desertification control technique in rural community, we made sure which is the most suited desertification control technique in the area: "natural recover theory" did not applied to rebuild region ecology and control desertification in the terminal area of the Minqing Basin, because Water resource in Minqing Basin has been implemented the special policy—controlled by government and pay money for water. "Human -jamming recover theory" should be applied in the area, according to "control desertification must reserve proper population", "threshold population" and economic scale should be calculated, and appropriate density and distribution of population matching ecological rebuild should be kept, so as to promote well relationship between environment and sustainable community development.Firstly, based on the current population, future population, and water requirement of every department, proper population in Minqing Basin has been calculated by method of water carrying capacity, the results as follow: if standard of living of people is improving, and first and second industry is advancing, average acreage of agricultural irrigation will be 4691 ha, average population will be 36619 persons.Secondly, scale of population directly participating control desertification at rural community in edge of desert was calculated by case studying Yushun and Weijie, we found that steady scale of population is 23 doors and 83 persons, density of population is 69 persons/ km2. If setting 166 communities in edge of desert and scale of population controlling desertification is reaching 13778 persons, it will be achieved that steady ecological system of edge of desert, steady population, and economic development. We calculated that upper limit population of water carrying capacity is 36619 persons; lower limit population of water carrying capacity is 30981 persons.At last, there are several suggests were put forward: 1) Community that scale of population under 10 doors should be congregated by putting two or more community into one, population over-carried should be migrated, so as to decrease wastage of water in oasis, and to sustain ecological construction in edge of desert. More grass and trees should be plant, so as to against sand blown by wind and control desertification. 2) Ecological water should be set at first in water assigning project, that can advocate people to rebuild ecological environment.
