"Labor and Social Security System," "Medicare system", "Home alarm system" as the representatives of vertical e-government systems to be established by the various government departments, are all important informa- tionization initial results of shanghai in the early 21st century.Throughout the Shanghai city informationization development, community de- velopment of informationization can be said of the concentration of e-government information and urban development typical process .In recent years ,along with a number of community services and management informationization in-depth pilot start building information systems, community managers and information technology begin to establish ever closer ties. The contents of community informationization gradually shifted to its internal integration and process reengineering from website construction ,to"One Door Service"and"One Window Service"with integration of various community services from simple convenience of the community service informationization.Human,material and financial resources of informat- ionization projects increase significantly."Community management and service informationization"is a new concept similar to the concept of e-government, e-community, intelligent community,etc. The concept"community"in Shanghai is Level 3 and 4 in the community management structure named"2 levels of government,3 levels of management,4 levels of network"to the subdistrict, the neighborhood committee of the foundation.
