Ethnic compulsory education policy is the important part of public policy of our nation, study on it is meaningful in academic and reality. The article briefly and systematically studied the connotation, basic content, masterplan for policymaking, basic rules, characteristics, evaluation, the present problem and the countermeasure of the Chinese ethnic compulsory education policy. The article, for the first time, defined the concept of the ethnic compulsory education policy, ethnic compulsory education policy is the total of the guide line , in a given period of time, by the Party and the state for the realization of the development target of the compulsory education in the minority and the ethnic area, and its aim is to meet the need of the continuously increasing demands in the minority and ethnic area. At the same time, the article summed the ethnic compulsory education policy for ten content, and upon this, the article studied, for the first time, the theoretical base, the reality base, the rules abided by, the present problem and its countermeasure for the ethnic compulsory education policy making. In the end, the article thought that the ethnic compulsory education policy's target is explicit, going well, and the social and political efficiency evident, its influence is wide and deep. It has advanced minority's and national region's education and played a very important role in developing and consolidating the national relationship of"Equality, Unification, Co—help, Harmony".
