The urban-rural dual development structure has been formed along with the urbanization process in China.Compulsory education has also formed a dual structure between urban and rural areas,which is mainly manifested in the huge education gap between urban and rural areas,with more high-quality education resources concentrated in the cities,resulting in the formation of certain gap problems in rural areas in terms of school conditions,teacher allocation,teaching quality and talent training.As a result,the legal and equal right to education of urban and rural residents cannot be truly satisfied.Integrated development of urban and rural compulsory education is an important theoretical as well as policy perspective to crack the problem of urban-rural compulsory education gap.Since the new century,the Party and the State have attached great importance to the integrated development of urban-rural compulsory education,so as to ensure the realization of the goal of urban-rural educational equity and provide high-quality educational resources that meet the needs of national and individual development.This dissertation takes the policy of integrated development of urban and rural compulsory education as the research object,uses the specialized policy content analysis method,starts from four categories of integrated development of urban and rural compulsory education: policy on teacher allocation,policy on education funding,policy on school conditions,and policy on talent cultivation and education quality evaluation,conducts specialized analysis on the policy content of the above four categories in three dimensions: policy objectives,policy targets,and policy measures,finds the problems of the policy content and puts forward targeted suggestions and countermeasures.The overall framework of this dissertation consists of the following aspects: first,the research object is clarified and the concept analysis is defined.This study analyzes the concepts of urban-rural compulsory education integration,urban-rural compulsory education integrated development policy,and education policy content analysis,so as to propose the concept of urban-rural compulsory education integrated development policy in this study.Second,the policies are organized and collected,and the policy contents are examined.The policy texts related to the integrated development of urban-rural compulsory education introduced in China since the new century are collected and organized,and the existing policy texts are sorted out and their development laws are discovered according to certain levels.Third,constructing analysis standards and theoretical factual argumentation.The analysis criteria of the policy content of integrated development of urban-rural compulsory education are constructed,and its scientificity and rationality are proved from both theoretical and factual arguments.Fourth,the policy issues are analyzed according to the analysis criteria.Based on the analysis criteria of the policy of integrated development of urban and rural compulsory education,the existing policy text is analyzed and the problems in the policy content are summarized.Fifthly,to propose countermeasures in accordance with the problem-oriented approach.Based on the proposed policy content problems,the development trend of urban-rural compulsory education in China is combined with targeted policy content formulation suggestions,so as to better promote the integrated development of urban-rural compulsory education in China.
