The so-called school conversion is that the original public school in the state-owned nature invariable situation, changed to be one kind of property right multiplication the mix system of ownership school which hands over by business unit, the association or individual undertaking, according to the certain legal proceeding. Its characteristic is: School state-owned, the society undertakes, the funds self-provides, the school is independent. The school conversion reform is a sensitive issue in our country's elementary education in nowadays. Although the present government's educational department keeps low manner about this reform, the ordinary public high school who took the non-compulsory education stage as the public product will go to where in the reform is still carrying on the intense argument in the society and the academic circles. However, there are different opinions about this issue, and have no conclusion till now. Therefore, it is necessity to carry on the profound analysis from the root and clarify the right and wrong to understand this reform correctly and to seek the ordinary public high school's development way in the future. This article is based on this kind of consideration, attempts to carry on the analysis about the ordinary public high school's conversion question, to make countermeasures to the ordinary public high school's future development.The system of the present paper divides into the introduction, the main text and the conclusion. The main text was divided into four parts: The first part is to discuss the basic connotation of the ordinary high school's conversion, which promulgates the basic characteristic of it. The second part is to analyze the reasons why the ordinary public high school's conversion occurs, to promulgate that the basic reason is the distortion of the economic system in social conversion. The third part describes the development condition of the public school's conversion, and has carried on the comparative external analysis to the advantages and disadvantages of it. The fourth part is the countermeasures and suggestions about the future development of the ordinary public high school's conversion.
