Nowadays we have entered the highly developed information age. Technology's impact on education is especially immense. Thus it provides us newer teaching method, educational content and it changes the instruction concept, accelerating the education innovation. At this high developed age, the Internet provides us with fast, abundant and authentic information. The Web technology, which influences people's life greatly, makes many tentative plans which can not be carried out in our traditional teaching come true. The digital environment of the Web provides us with the rich context of language teaching and learning with all kinds of possibilities, including interactivity, collaboration and multilateral communication. Thus, how to make full use of the Internet (the Web, the Net) to facilitate English teaching and learning has become a central issue for both English instructors and learners.At present, a lot of researches on Web-based English teaching and learning has been done both at home and abroad. In some countries, such as the UK, America and Singapore, the Web-based education has reached a rather mature stage. The results show that the Internet can really provide a learner-centered learning environment and promote English teaching and learning to some extent. Compared to the developed countries, our Web-based English teaching and learning is still in a primary stage. We also find that problems and challenges still exist among the learners and instructors in using the Web to enhance English teaching and learning.In order to stimulate the English teaching and learning in Hezhou, it is necessary for us to conduct a systematic and complete survey for the purpose of investigating the current situations of using the Web to facilitate English teaching and learning.We did a survey on the teachers and students of senior schools in Hezhou. The instruments employed in this survey include written questionnaire and interview. The findings of the survey reveal that, to some extent, the Internet has promoted English teaching and learning in Hezhou. Both teachers and students have great motivation in the Web-based English teaching and learning and some schools have ever made a research on the Web-based English teaching and learning. However, the survey reveals that there are still a lot of problems and challenges confronting teachers and students. As for students, the problems include the lack of definite and clear learning goals, the poor computer skills and learning method. As for teachers, the problems include poor computer skills, unclear teacher's role and a lack of suitable online teaching method. As for the teaching equipment, the problems include the unequal investment and the backward computers.On the theoretical basis of the behaviorism, cognitive theory and constructivism, and by analyzing the survey, we put forward some suggestions on how to use the Web to facilitate English teaching and learning effectively. We suggest that both students and teachers should realize their new roles in the Web-based English teaching and learning and develop their online skills through training, competitions and much practice. Students should establish their learning goals; adapt the self-construction learning and cooperative learning method. Teachers should realize that it is learner-centered teaching and try to renovate their educational concept by learning, communication with others and reflection. Teachers should try to design effective Web-based courses, create suitable learning environment and use task-oriented approach in their teaching. They should try their best to improve their skills of using the Web-based English teaching through large quantities of practice. Schools and the government should give enough support and equal opportunities to each school.This thesis mainly includes six chapters: 1) the introduction of Web-based English teaching and learning; 2) technological and theoretical basis for the WBET; 3) a survey towards the WBET; 4) analysis and findings; 5) discussion and suggestion; and 6) conclusion.
