Studies On Vacancy And Measures Of Compulsory Education Of The Migrated Workers' Children

With the increasingly children of the migrated workers entering into the city, the vacancy of their compulsory education have devoted a series of social problems. These have brought a vary of degree influence to social and the migrated workers' children. After expounded the fruit of the research of the internal and overseas scholars and summarized the national and regional governments' policies and laws on the compulsory education of the migrated workers' children, the thesis analyzed the actual vacancy of the compulsory education of the migrated workers' children through investigating in Sheng Yang village of Nanjing. Based on the investigation, the author believed that the vacancy of compulsory education of migrated workers' children is the intergrated results of the faultiness of China' s education system, the unperfect of policies and laws and the peasant worker' s behavior of selectingschools, then the author has proposed the guarantee measures.On the base of the forenamed analysis, the thesis has proposed the future target to achieve the free compulsory education of the migrated workers' children before 2015. The government should take on the liability of the compulsory education of the migrated workers' children to maintenance the educational equity. The article proposed the guarantee measures about the vacancy of compulsory education of the migrated workers' children, which is to break the obstacle of the household register, to set up the public educational financial system, to intensify the legal system and to carry out the effective mechanism construction. The idiographic step is to enhance compulsory education' s investment proportion from the central government, establish the financial compensation system, use kinds of supplies and the operational mechanism to seek the multiplex education investment way, to try out "education ticket" , to introduce the new teaching way in the public school , to adopt the policy of support to organizing the school, enhancing management and gradually standard to migrated children' school and to facilitate the migrated parents to care for their children in the life aspect and so on. The article finally proposed to practice the compulsory educational finance public system, implement the potency supervision and establish appraisal mechanism of migrated children' compulsory education.
