| In the process of China’s population mobility,the trend of mobile family is obvious,and a large number of children are coming into urban life to learn.China’s compulsory education law clearly stipulates that all children of school age can enjoy equal rights to receive education.However,the fact is that,due to the restrictions of many factors,some of the children who have moved into the city will not be treated as fair as the urban children,which has a negative impact on the healthy growth of the children.The development of the city is an irreversible historical trend.It can be foreseen that in a long period of time,there will still be a large number of migrant workers entering the city with their children,and how to provide adequate compulsory education resources for these children of appropriate age so that they can enjoy equal compulsory education public service is a necessity for all urban development.The problem that needs to be solved.In the process of compulsory education management in China,the government occupies a dominant position.Due to the particularity of the problem of compulsory education for the children,the government’s educational management function can be taken into full play to solve the problems in the compulsory education of the children in urban areas in China.As a National Development Zone,Wenzhou economic and Technological Development Zone has inject a source of vitality into the economic construction of Wenzhou,and a large number of migrant workers and their children have begun to live in the development zone.However,due to the lag of the compulsory education management in the Development Zone,the children in the development zone are not able to enjoy equal compulsory education service,which is contrary to the essence of compulsory education.It restricts the development of school-age children,damages their right to education,and is not conducive to the harmonious development of the development zone.This paper takes the compulsory education for children as the research object,taking the Wenzhou economic and Technological Development Zone as a specific case,focusing on the realization of the government function,and using the relevant theoretical analysis methods in the process of analysis.On the basis of full investigation,the present situation of the government duty education management function in Wenzhou development zone is analyzed,and the important functions and functions of the government in the process of compulsory education management are elaborated in detail.At the same time,the performance and reasons of the government’s lack of responsibility in the process of compulsory education management are also analyzed.Finally,the service system is perfected.To increase public service input,adjust the layout of educational structure and improve the implementation rate of policies,etc.,to provide suggestions for the efficient implementation of the government’s functions in the development zones. |
