This thesis makes an exploration into the origin of higher education internationalization and its corresponding responsibilities. After an analysis of the phenomenon of modem higher education international opening , the following three basic style are therefore concluded: well-organized opening, pluralistic opening and opening in education service trade.Meanwhile, a series of specific visual domain concerning about internationalization-conditioned higher education are focused in this thesis including singularization and pluralization, internationalization and localization, universification and diversification, culture influence-enduring and culture influence-emitting. Thus, the author holds the view that, instead of singularization, higher education internationalization turns out to be pluralization and the relationship between internationalization and localization is about generalization and particularization. Many regulations of higher education have the features of generalization and convergence although, in many cases, features like circumstances also rise in practice. Influence-emitting forces in higher education international opening increase a lot with the development of higher education and as a part of culture, disseminate and create culture in turn.Moreover, the basic opening strategies of higher education in China including dominant, selective and two-way opening are promoted in this thesis with positive and passive influence co-existing. As far as dominant opening strategy is concerned, it sticks to the principle of education priority in method and mutual benefit in form with its leading thought as upholding sovereignty and promoting prosperity. As for selective opening strategy, rational, criticized and conditioned preference should always be taken into account. With regard to two-way opening strategy, dynamic balance of cultural influence-enduring and influence-emitting is highly valued since educational input and output are equally emphasized.Thereafter, some suggestions concerning about the following six aspects as personnel exchange, international academic communication and cooperation, education resources sharing, cultivation objective internationalization, curriculum program internationalization and education organization internationalization. With a deep analysis of higher education open policy in China in the order of language, behavior, system and philosophy successively, the time of opening should also be appropriately grasped.
