The Third Plenary Session of the 11th CPC Central Committee was held in 1978. The session, which is of great historic significance, ushered in a new era of the reform and opening up as well as the socialist modernization drive. Among the surging practices, the ideological and political education in institutions of higher education has been continuously forging ahead and great achievements and historical development have been made. The paper is entitled Reflections on the Development of Ideological and Political Education Institutions of Higher Education over the Past Thirty Years after the Reform and Opening Up and focuses on elaboration of the development of the ideological and political education in institutions of higher education. And the paper is made up of three parts. In the first part, by analyzing the development of the ideological and political education in institutions of higher education since1978, a thorough understanding of many aspects about the ideological and political education in institutions of higher education will be gained. This understanding ranges from the twisty development, important status of the ideological and political education in institutions of higher education to the scientific and standard development and increasing teaching relevance and theoretical research on the ideological and political education in institutions of higher education. And of course its achievements and useful lessons are to be known .The second part puts emphasis on the following issues concerning the current ideological and political education: unspecific teaching goal, improper working of the educational mechanism, paradox between teachers'incompetence and their complex work. Besides, the part discusses the fact that the students'subjective nature has been neglected. Last, the part argues that the traditional educational vehicle has been outdated and the negative influence of the new vehicle is hard to control. Based on the discussions above, a rational understanding of the present situation of the ideological and political education in institutions of higher education is got. In the third part, through analyzing and judging the history and present situation of the ideological and political education in institutions of higher education, some advice on its innovation and development is offered. The relevant advice covers the following respects: systematic optimization of the teaching goal, improvement of the teachers'qualification and enhancement of teachers'awareness of the students as teaching subjects. And all the advice hopefully serves to perfect the ideological and political education in institutions of higher education in China and then boost the cultivation of all-round and qualified personnel.
