Among hundreds of years, the development of higher normal education in our country advanced to the alternation of closed or open system way. At the beginning of this new century, all sorts of colleges and universities positively took part in teacher education under the guidance of state policy. Thus, a situation of training teachers in many ways was formed. Under the opening of higher normal education, the closed higher normal educational system in Yun Nan began to change. We should recognize clearly that a scientific and concrete policy is the key point to protect the opening of higher normal educational system running well.Based on the status of Yun Nan higher education, higher normal education, elementary education, and even social economic development, the research has being analyzed by adopting lots of research methods such as the way of document, the way of investigation, and the analysis of system. Derived from the theory of public policy, the theory of educational policy and the theory of teacher education, the research has formed a reference of policy with regard to the opening of higher normal educational system in Yun Nan province. The paper mainly consists of three parts.In the first part, the author briefly looks back and analyzes the innovation and the development of some developed countries and our country's teacher educational system. The author indicates that the level of economic and social development is the basic motive power for the evolution of teacher educational system. There are some objective laws to adopt which kind of teacher educational system. The operation of each teacher educational system requires proper policy. The open teacher educational system is in favor of improving teachers' academic level. The transformation from closed normal educational system to open one is the general trend of world's teacher educational development. However, during the process of transformation, the educated teachers may be lack of professional skills if there is not necessary policy and measure. Formulating a series of relative regulation to ensure the quality of teacher education was the international advanced countries' practicing, and this can be a reference of policy in the process of our country's opening of present higher normal educational system.In the second part, the author analyzes the developing condition of Yun Nan higher normal education. According to the main feature of system, the author divides the development course of Yun Nan higher normal education into four stages: the stage of producing, the stage of renewing development, the stage of forming and developing system, and the stage of opening system. Furthermore, the author researches the basic condition of each stage. Based on the analysis, the author reveals the experience in the development ofYun Nan normal education. The closed higher educational system assured definite educational direction of normal universities or colleges, assured the input of abundant qualified teachers, and laid solid foundation for the development of Yun Nan education in 21 century. On the other hand, the author points out that this closed system was deeply influenced by policy. Because of severe planning, stability and protection of policy, higher normal education tended to aim at training teachers only. As a result, serious problem occurred in the development of Yun Nan higher normal education. The opening of system was inevitable. At present, the closed system has been broken, and the open level is a little small. The opening road is very long. Yun Nan higher normal education is facing a series of severe challenges, and these challenges also mean the opportunities of development. In order to meet these challenges, catch opportunities and open the system successfully, we need proper policies to manage and guide.The third part is the key part of the whole research. In this part, the author analyzes the value basis, requirements and costs of the opening policy of Yun Nan higher normal educational system. After that, author gives a proper policy...
