Among many factors which influences the realization ofcurriculum reform targets in elementary education, presettarget quality is an important, whereas lack of attention andsystematic investigation variable. Through the literatureanalysis and historical methodology, using for reference studyof policy and sociology, taking eight curriculum reform inelementary education in new China as main cases, this thesisprobes into the characteristics and designing process of presettarget in curriculum reform and their influence on achievingthose targets as well, attempts to offer a new and rationalstandpoint to evaluate targets and outcomes of curriculumreform, and puts forward suggestions on presetting andevaluating targets of curriculum reform in our country' selementary education field.The social background and essential target of eightcurriculum reforms in People' s Republic of China showed the traitsof inheriting with distinct emphasis, and the accomplishment ofthose targets weren't sufficient in general. There are fourfactors influencing preset target of curriculum reform:evenness in various represented interests, feasibility of realistic foundation, structural coordination, and perspicuityin expression, these four aspects constitute the maincriterions for target evaluation. The quality of presettingtargets are confirmed in the policy making process, manyfaultiness in this process affect the presetting level oftarget, and affect its accomplishment further.Based on the analysis of the characteristics, presettingprocess and realization of curriculum reform targets, thisthesis propound a kind of optimistic,rational expect we shouldconceive to curriculum reform preset targets, then puts forwardthree suggestions about consummating policy making system,improving the level of target presetting and facilitate itsrealization. These suggestions are: firstly, to broadeninformation channels, and to create convenient and efficientinformation database; secondly, to consummate target evaluationstandards and reinforce the feasibility demonstration ofpreset targets in curriculum reform; thirdly, to improve theinterest expression system and promote the evenness degree ofpreset targets.
