As for any reform, iniating, creating, executing and evaluating , perhaps any factor will influence the realization of reform target. Time witnessness seven leadership system reforms in universities since the founding, and every reform amlost deviated from the expected target. The expected target deviation of leadership system reform in universities means that the framed target of leadership system does not get expected result in progrss. Realization and expected reform differs. Among many factors which influence the realization of the leadership system reform targets in universities, expected target is an important variable which is lack of attention and systematic investigation.Whether the decision-making of expected target of leadership system reform in universities and formulating phase are scientific or not , it will do something on the realization.Many factors influence the realization of expected target of leadership system reform in university, that are the guiding ideology of the reform, the nature of the reform, education reform in line with the law, decision-making department of the decision-making ability and level of the objectives of the reform design, target language statements, as well as the structure of the target system.To achieve the expected target, further strengthened the decision-making and formulating phaseclear the direction of reform, establish a rational decision-making system, formulat scientific and rational objectives, implement the target of the implementation of a security system and consummat high-quality implementation team.
