The human resource is the key of the productivity' sdevelopment, and is a road to rich and strengthens country. Theagriculture is the foundation of the national economy, it isvery important strategically in the development of the nationaleconomy. The level of the human resource in our country is low,and the quality of them is poor, the development of humanresource in our country is backward seriously. Comparing withthe request of the modernization of the agriculture and therapid development of the country economy, there is a great gap.It is very important and urgent to exploit the human resourcein our country.It is a foundation to exploit the local human resource inthe country, and tap the potentialities of the local.
