The human resource is the key of the productivity development, and is a road to rich and strengthen country. The agriculture is the foundation of the national economy, it is very important strategically in the development of the national economy. The level of the human resource in our country is low, and its quality is poor, the development of human resource in our country is backward seriously. Comparing with the request of the modernization of the agriculture and the rapid development of the country economy, there is a great gap. It is very important and urgent to develop the human resource in our country.Education is the main way to develop human resource and cultivate hundreds of millions of high-quality workers, tens of millions of specialized personnel, a great number of top-notch innovative personnel. As an important constituent of high school education, secondary vocational education shoulders the responsibility of training billions of high-quality workers and hundreds of millions of skilled talents. Secondary vocational education is the only way which must be passed to make farmers become special labor force from general labor. It is the basic way to increase the total amount of human resource and improve the ability and quality of rural laborer. It is also the important basis of economic and social development in our country. In a word, secondary vocational education has the role that cannot be replaced in our rural human resources development.This paper, taking the spirit of national related documents as a guide, based on abundant literature material and empirical data, in the related theory of human resource and vocational education, has analyzed the position and role of secondary vocational education in rural human resource development. It points out some problems of secondary vocational education, including overall lack, less attractive, lagging legislation, funds shortage, insignificant training effect, ectopic value orientation. Finally, it takes successful experiences of developed countries and puts forward the targeted countermeasures as follows:developing rural vocational education rapidly; creating a good development environment; strengthening the construction of legal system; increasing the funds investment; strengthening vocational skills training; improving the level and quality of training.
