With the rapid development of rural industrialization,the new rural construction and requirements, demand more and more of the new farmers, the development of rural talent structure, talent demand situation presents new rural. Heilongjiang province is a major agricultural province, the rural talent construction is imperative, this situation will be rural education, especially the development of rural vocational education has been pushed to new rural construction of our province the forefront of reform. Rural occupation education with the purpose of cultivating rural all kinds of professional and technical personnel, to promote agricultural scientific and technological achievements as the main task, not only has important significance to increase the income of farmers, rural labor transfer, is playing the vital role in our province new rural modernization, urbanization, is to improve the peasants’ science and technology, culture grasp quality, advanced production technology, the main means of training new farmers, rural occupation education is to promote China’s rural social development, an important guarantee for building a new socialist countryside. To promote economic development, promote the city to change a course, realize re employment and human resources optimization and upgrade all aspects plays an important role. Although rural occupation education in our province has been made in the development of many problems, has made great contribution to the development of the economy of our province, but there are still many problems of rural occupation education development in our province, such as the development of the school differ greatly, the teachers troop construction is relatively backward, the education and teaching quality is low, backward practice conditions, current situation only in-depth study of rural education development in rural areas of our province, analysis of the overall study on development of rural occupation education in our province, more thorough understanding to existing rural occupation education development in our province problems and the factors restricting the development of rural occupation education.Into the in-depth analysis of this paper mainly adopts the theory and the actual situation of the way of the combination of the emergence of rural occupation education in Heilongjiang Province, mainly through the four parts of the rural occupation education in our province. The first pass with the methods of literature review, the basic concept of rural occupation education and basic theory are presented in detail, summed up the rural occupation education four basic theories, respectively is the social stratification theory, human capital theory, public product and public service supply theory and the occupation education discipline theory is the concept of rural occupation education definition the second part is; to related theory as the guide, with the current situation of ruraloccupation education in Heilongjiang Province as the root were analyzed, and put forward the main problems of rural occupation education in Heilongjiang province faces today. The third part mainly expounds the current situation of agriculture occupation education history and current developed countries rural occupation education, analyzes the USA, Germany, Japan and Australia, advanced experience of rural education development in our province rural occupation education enlightenment. The fourth part based on the foreign advanced experience and theory based on the front research put forward countermeasures and suggestions of rural vocational education in our province, a series of development countermeasures, which include increasing the rural vocational education propaganda, enhance the professional power of teachers of vocational education, diversified economy investment system, perfect service system of employment and employment tracking system.Therefore, this study is insufficient in view of the present situation of Vocational Education in our province in rural areas at the present stage, the rural vocational education policy is analyzed in theory, and gives some suggestions on problems occurred in our province, to provide reference for the decision making process of rural vocational education in our province. Believe that the rural vocational education in our province of the continuous development of rural vocational education in our province will move towards a more brilliant future.
