With the popularization of higher education, the quality has become a focus of the public. The quality contradicted the quantity during the popularization of higher education in western countries. Popularization enabled more students to enter into colleges and universities, and challenged the traditionally educational model, which was originally designed for a smaller scale of students. Thus, the quality of higher education was strongly questioned.Meanwhile, the goals of higher education have diversified in the popularization, so will the quality standards of higher education. The evaluation system of higher education will aim at measuring whether it satisfy the constantly changing and diversified demands, rather than whether higher education activities meet a certain standards.Therefore, to summarize problems arising from China's higher education evaluation in time and put forward effective measures based on superior experience from developed countries is of great importance for China to establish a Chinese-flavor evaluation system of higher education.This dissertation clarified the background and summarized the references firstly, then concluded the definitions of higher education evaluation and accreditation, classification, characteristics and achievements of China's higher education evaluation. This dissertation mainly concentrated on the problems of Chinese higher education evaluation in classification of colleges and universities, professional evaluation and appropriation of higher education. It was pointed out that classification of colleges and universities was the premise of higher education evaluation; professional evaluation was an effective supplement to evaluation system; appropriation was an important means for higher education evaluation to channel resources. Only by addressing these problems, can higher education evaluation system be improved to a higher level and meet the fact that we've realized the popularization of higher education. The measures taken to solve these problems were also discussed in this dissertation.
