Education is the basic way of promoting overall human resource quality. In university, the qualifications of administrant team and teacher team have a direct impact on the educational quality of that school. As the decision-maker and director of university, decision-making and directorial class has a direct impact on the scale of the schools the developing direction of the school and the construction of the teacher team. And also to a large extent, it decides the scale and quality of the high-ability persons trained by the school. Therefore, establishing a high-quality and dedicated administrant team is the core task for universities to accomplish when they are implementing educational innovation and deepening educational reform. And researches concerning the human resource managing mode of decision-making and directorial class in universities are gradually becoming the focus in educational business. This paper is delivered and finished under such background. The whole paper is divided into five chapters. The paper mainly adopts comparative research method, and is committed to comparing the human resource management situation towards decision-making and directorial class between Chinese and Japanese universities, finding our shortages and offering some correspondingly countermeasures, wishing to offer some useful references for the human resource management of Chinese universities.In the first chapter, the paper states the main problems decision-making and directorial class in universities are facing on recruiting, training system, performance management and incentive mechanism: candidate source and qualification standards, the motive of training, the definition of performance content, how to realize the incentiveness of salary system, and establishing non-salary incentive system.In the second chapter, the paper mainly describes the present situation of human resource management towards decision-making and directorial class in Chinese universities. After dissertating the request the new situation of China's higher education put on the human resource qualification of decision-making and directorial class in Chinese universities, and based on the four main aspects of human resource management as recruiting, training, performance management and incentive mechanism, the paper introduces the present situation of human resource management...
