With the higher education developing in a popular style, and China has joined WTO, the effect of university on the whole society is increasingly obvious and important. As to a university, its competitive power mainly embodies the quality of education, the level of scientific research and whether or not the persons that have received the education adapt to the development of economy, science and technology in our society. However all these are dependent on the quality or level of the teachers. So, how to strengthen the flexibility of education, how to take advance of the human resource of university, and how to deploy the education resource reasonably to improve the benefit of university, all have been the things that must been studied and treated now. The study to the teacher performance management is in conform with the needs. Breaking through the old mode, and carrying on the teacher performance management is one of the important way. However teacher performance management has never been clearly put forward and there has never been successful experience in university so far. In addition, there is the deep-rooted personnel system formulated in the planned economy. So the implement of teacher performance management is very hard to overcome the hindrance. To make it run smoothly, we need a systematic guidance both in theory and operation.Firstly, the thesis overview the current research actuality about performance management theory and teacher assessment at home and abroad, then points out that the deficiency of teacher assessment at present. Secondly it analyses particularly occupation characters of teachers in university and the differences between performance management and teacher assessment. Then put forward the idea of comprehensive model of performance management, which takes advantage of management by objectives, referring to the thoughts of key performance indicators and 360-degrees feedback at the same time, and then elaborates three parts of the model. Thirdly, on the basis of teacher position analysis, research on how to set down performance plan. Then under the principle of teacher assessment, sets up performance assessment indexes system, designs index weight, and goes on the positive research on the case of HB University. Finally, with the analysis of the feedback process and the factors that influence the process, put forward the advice to the teacher performance feedback.By the research of this thesis, some new research methods or views are brought forward in the aspect of teacher performance management in university, and the aim of it is able to provide some beneficial reference and help for teacher management in our country.
