After many years' development, the Environmental Education of Primary and Secondary School in China has obtained tremendous promising achievements. However, the quality and effect of Primary and Secondary School's Environmental Education still need improvements. The paper proposes that the deficiency of School Environmental Management serves as one of the important factors influencing the quality and effect of Environmental Education. Furthermore, accompanied with increasing aggravation of worldwide resources, energy, pollution as well as ecological problem, and schools also contribute a lot to these problems. Therefore, the issue of School Environmental Management has been becoming an increasing significant subject today. In fact, School Environmental Management and Environmental Education are two interrelated concepts that are interacted with each other, but it's hard for people to recognize this. As an implementing approach of Environmental Education, School Environmental Management can enrich Environmental Education's techniques, expand Environmental Education's approaches and measures, and enhance Environmental Education's quality and effect.Consequently, the research begins with School Environmental Management, takes the thoughts of ISO14001 EMS as the study tool, to enhance Environmental Education's quality and effect, based on the present problems in Environmental Education of Primary and Secondary School in China. The paper introduces the similarities and differences between School Environmental Management and Social Environmental Management according to concepts; probes the content of School Environmental Management as well as the specific relationships between School Environmental Management and Environmental Education; discusses the practice of School Environmental Management in Chinese Primary and Secondary School; explores domestic and abroad Researches, possibilities and principles on Applying ISO14001 to School Environmental Education; investigates some schools that apply ISO14001 to School Environmental Education. What's more, the paper also constructs a Primary and Secondary School Education Mode under the Guide of ISO14001 EMS.According to the results of literature, questionnaires to 59 schools in Guangzhou, interviews and case study in two schools, the paper draw a conclusion that Applying ISO14001 to School Environmental Education is possible. These investigates and case study indicate that applying the thoughts of ISO14001 to Primary and Secondary School can improve the level of School Environmental Management, promote the Environmental Education's continual improvements and development. The School Environmental Education Mode under the Guide of ISO14001 is expected to promote to fulfill School Environmental Management and Environmental Education fully, thus, in order to enhance the quality and effect of Primary and Secondary School's Environmental Education in our country.
