The administration system of TVET teaching staff training in Germany consists of the organizations and regulations. The Germany's dual system of TVET determines the dual structure of TVET teaching staff and the dual administration system of TVET teaching staff training. The Germany's dual administration system of TVET teaching staff training comprises the administration system of the TVET teachers training and the administration system of the TVET trainers training. The administration system of the TVET teachers training is the combination of the Federal government and the Lander state and the higher education institutions and the teacher associations and unions and the enterprises and the chambers. The administration system of the TVET trainers training is the combination of the Federal government and the enterprises and the chambers. The system is characterized by the Federal government and Lander state oriented and the other interests'harmonizing coordination.The study is beginning with the historical evolution of the administration system of the TVET teaching staff training in Germany. The system germinates from the Handicraft Industry and develops in Industrialization and gets improved after World War II.The third part of the study is the full analysis of the administration system of the TVET trainers training in Germany.The analysis goes on the organizational structure and the jurisdiction. At Federal level the Standing Conference of the Educations Ministers orders the legislation to govern their activities on the TVET teaching staff's qualifications, the curriculum, and the process. At Lander level the ministries and the Lander institutes play the important role in the TVET teaching staff further training and curriculum development. The higher education institutions run TVET teaching staff training courses. The teacher associations and unions play an advisory role. And the research institutes play the important role with pilot projects.The fourth part of the article is the brief discussion on the characteristics of administration system of the TVET trainers training in Germany. The system is characterized by the cooperative organization and the legal organization and scientific organization and the bureaucrat.The fifth part of the paper is the analysis on the system from the point of the politic, the culture and the economy.The last part of the research is the enlightenment that we can learn from the administration system of the TVET trainers training in Germany.
