The new round curriculum reform of element education is pushed stepby step. Whereas we become aware of that the reform faces seriously challenge severalyears late for the performance of the reform is not as good as what we expect. And now,more and more people doubt the scientificity and feasibility of the reform. The authorthinks we couldn't conclude the reform project is faultiness from the problems that thereform faces, but the first we must ensure if the reform project is implemented. That iswe only evaluate what we have done. So it is the first condition from which we reflectthe reform to insure the reform must be executed fully.The execution of the reform lies on its running mechanisms. At the same time thescientificity and feasibility of the running mechanisms lies on the attributions of thecurriculum reform, which the author put up the study: the thesis includes theory probingthe attribute of curriculum reform and the running mechanism discussing, how tochoose and construct, of the curriculum reform.The time is proving that the curriculum exists as curriculum reform now. Fromsuch meaning, more and more, the curriculum reform and the curriculum occur at thesame time and place. The change of the attribute of the curriculum shows what accordwith the era. That is the curriculum has two new core attributes: innovation and regionwhich are thought little. The curriculum reform is innovation because the curriculumexists as the curriculum transform and transform need new development. Thecurriculum is regional because the curriculum exists as reform and actualization of thereform must be accorded with the character of the region.The design and layout, the execution and estimation of the curriculum reformshould follow the new rules which the new attributes have. In the other words, thetheory of innovation and district science should be the basic theory of the curriculumreform. From the innovation standpoint, the curriculum reform need think over how to choose the main body and acting step by step. And from the district science viewpoint,the curriculum reform need think over the regional resources and how to the bestrunning mechanism of the curriculum reform.Concretely, there are two representative running mechanism of the curriculumreform when the educational funds are not enough. One is follow the innovation laws tobuild the running mechanism drived by the practice group as the focus where theeducation funds are enough. And the other is building the running mechanism impelledby administration group as the focus when there aren't enough education funds.The main character of the curriculum reform drived by the practice group is thatthe practice group, as the whole subject, carries out all kinds of inimitable innovation.The key is building the multi-relating coupling while the practice group is as theinitiative.The main character of the curriculum reform drived by the administration group isthat the administration group partly replaces the right of the practice group during thecurriculum reform. That is the function of the organization of the administration is ofbig importance. The curriculum reform resources of some zone are collocated by theadministration by some laws. The key is building the multi-relating coupling while theadministration group is as the initiative.
