"2011Plan" is not only a science and education project in the concrete form of "collaborative innovation center", but also a kind of country strategy directed by "collaborative innovation ideas", which takes "the innovation capability promotion of the trinity-talents, discipline, scientific research" as a core task, for the purpose of propelling the deep combination within high school, scientific research institution, industry and local government, not only exploring the collaborative innovation model adapted to different demands in the scientific research, but also creating an atmosphere in favor of collaborative innovation(CI). Therefore,"2011Plan" will put forward new demands for the innovation of high talents training mode and mechanism reform in China.As an important part in the top-level talents training mode in China, joint supervision (JS) and CI have the mission and appeal in common in the environment of CI, which take "training high talents" as the common mission to realize the JS basic objective; take "training mode innovation" as the common route to realize the complementary advantages of JS; take "system and mechanism reform" as the common appeal to realize the JS internal development. And among those,"mechanism reform" will become the main task of JS in the environment of CI. So it has become the major issue to be resolved recently on how to motivate the "government-industry-university-research institution" subjects by the most extent to participate in the graduate JS through the scientific mechanism design.The study framework and conclusions in this paper are as follows:(1) It combed systematically the evolution process and development trend of JS research in China, regarded the graduate JS experience as four stages-"initiation, exploration, extension and deepening", which presented four development tendencies overall in these aspects such as cooperation idea, cooperation motive, cooperation form and training orientation.(2)Based on the age requirement of the basic idea and CI strategy derived from "2011Plan", it explored the corresponding four models on the talents training such as "science frontiers leading model","industry highly skilled model"," regional development applied model" and "cultural inheritance innovative model" existing in the JS of CI. (3) It analyzed profoundly and systematically the current situation and existing problems in the "macro-control mechanism, communication and coordination mechanism, resources sharing mechanism and evaluation mechanism" of the JS in our country recently by use of literature research, case study and field research.(4) It constructed the whole operation model, government macro-control mechanism model, communication and coordination mechanism model, resources sharing mechanism model, scientific evaluation model in the graduate JS mechanism of the CI environment based on the CI theory, new public management theory, systems coupling theory, resource dependence theory and stakeholder theory, then put up with a comprehensive, systematic, three-dimensional, targeted plan for the JS mechanism reform respectively.The graduate JS mechanism reform directed by the CI ideas pays more attention to the top-level talents training diversity, the training process nonlinearity and the training resources integration; pays more attention to get through the system and mechanism shackle within multi agents, resolve fundamentally the critical bottleneck problems affecting the graduate education connotative development, integrate energetically the high-quality education resources within the "government-industry-university-research institution" field by the profound system reform and scientific mechanism design; pays more attention to resolve lots of conflicts on the benefit distribution, evaluation standards and sharing communication standing in the multi organizations, promote generally every agent to link and act voluntarily, initiatively and long-effectively, then improve the total graduate quality and innovative competence in the highly collaborative environment of science&technology, economy and culture cause. Consequently, only attaching importance to the pull effect of the mechanism design and reform and studying profoundly and systematically, can we provide the motivation and guarantee for the internal development of the JS cause in the environment of CI, and then truly realize the JS connotative and sustainable development.
