On The Equity And Efficiency Of High Educational Finance

Our country's educational system reform has made great progress, but there are still some problems, which exist as the unfairness and low efficiency in terms of high educational finance system and which hinder the pace of our educational system reform. This results from the imperfect of the policies in the reform and the guide strategies of educational finance. Obviously, because of relative lack of educational resource and the need of high education, the government pay more attention to the exploitation efficiency of resource, hoping the limited resource can work better, but ignoring the role of fairness in education. Equity and Efficiency of high educational finance are not opposite but also depended with each other. On the one hand, equity may make the schools lack of initiative of running-school, such as competition; efficiency must make schools have greater difference, on the other hand, they co-exist and depend on each other. So we should focus on their unity, trying to lessen the contradiction and strengthening the unity.Based on the understanding, of equity and efficiency, the writer analyzes the equity and efficiency of high educational finance. Non-equity and low efficiency of high educational finance co-exist. The reason lie in four factors: effect of planning economic system, the imperfect of high education management, the imperfect of present educational finance and the lack of competition among high schools. Taking our national situation into account, we could facilitate the equity and efficiency of high educational finance by taking some measures and improving some policies:Nowadays, it's a great focus for our country to strengthen the study of the equity and efficiency, and theory and practice of high educational finance. It has profound significance both in theory and reality to improving of our country's high educational finance, the carrying out of high educational reform and coping with international competition once we can realize the function, obligation and duty of each department, reveal the problems of high education finance, and put forth corresponding solutions.Equity and efficiency are our goal in higher education's finance. Equity and efficiency of finance relate to education's develop healthily in China. The defects in the system have been explored and the reasons have been analyzed, so as to choose a way of financial system reform that fits our country's educational development in this article.
